Construction Quality Assurance Lead

  • The Construction QA Lead will be accountable for the following: Establish and maintain the Project Quality Management Plan in the yard including written QA/QC procedures/ Inspection Test Plans (ITPs) for all identified processes utilized by the site team members, maturing the Execution quality strategies to match the project execution model, coordinating the Project Quality Management System and supporting the effective management of assurance activities across the project. Control and manage the site activities, documentation and records to ensure meeting Technical Integrity (TI) requirements and data integrity, including the compliance of DEPs/Codes/Standards, standard deviations process and Management of Change (MoC).
  • Ensure all procedures and processes utilized by the site team are documented and included in the QMS (Quality Management System). Aggressively drive the site Non-Conformance Management process and to ensure all CAR issued are effectively close-out. Timely reports the Corrective Action Report (CAR) status to the Project Quality Manager to enable the Non-Conformance Report (NCR) status report reach Project Leadership team. Review and approve the Contractor and its subcontractors QMS documentation for the project.
  • Ensure all subcontractors are approved for the project work. Ensure pre-start of work audits are performed at Contractors and subcontractors premises. Participate & coordinate reviews of contractors QA procedures, Weld Procedure Qualification (WPS)/ Performance Qualification Record (PQR),ITPs etc. Monitor & coordinate the ITP designated intervention points. Manage, coordinate and control of inspector site activities. Facilitate Quality management reviews; preparation of review inputs, issue agenda, and action item tracking. Support Project Quality Manager in preparation for Project Leadership Team QA reviews eg. report site quality performance. Establish, lead/joint Shell internal and Contractor audits & reviews. Utilize the experience of the Shell site team to enable the Contractor and its Subcontractors to succeed in achieving the project Quality Policy, Objectives and KPIs.
  • Provide QA/QC inputs to Project close-out report. Support OR&A effort in the QA Flawless activities at site. Capture project lessons learnt and submit to the Project QA Engineer. Report and verify inspection service man-hours and effectively control the Approved Contract Value (ACV) for the provision of Inspection Services Contract. Support and Coordinate implementation of the Discipline Control Assurance Framework (DCAF) and Technical Assurance verification for yard activities. Play a leading role in the development of the Asset Handover Plan (from the Project to the Operating Asset).
  • Develop and implement Quality audit plans and schedules at the Yard. Interface with the project quality personnel to ensure alignment with the overall Quality Plan and develop relationships such that quality issues can be proactively identified and resolved The Construction QA Lead will be the sponsor for all investigations into Yard quality issues which have the potential to impact any of the project key targets.
  • The quality support structure for this role will be provided by the Kuala Lumpur based Quality personnel (QIPS) personnel. In addition, support is also provided via the other quality resources supporting major projects around the globe. Strong links need to be established to apply the Shell Project and Technology and Upstream International Asia (UIA) quality requirements and execution processes. Construction QA Lead will have an important functional interface with the yard QA Engineers, Project Snr QA Engineer and Project Quality Manager.
  • The Construction QA Lead may also include the interface and technical coordination / integration of the engineering disciplines on a project.
Requirements:
  • Bachelors of Science in Engineering or equivalent.
  • Minimum 15 years of experience in the oil and gas industry.
  • At least 10 years of recent experience in QA/QC on deepwater construction projects (preference Tensioned Leg Platform (TLPs) executed through EPC, including working knowledge of international standards ie. manufacture and installation standards such as API, ASME, ASTM, NACE etc. applicable for construction, testing & commissioning of offshore marine hardware and equipment for oil & gas offshore deepwater facilities.
  • Prior large project experience as a quality lead in offshore floating facilities installation techniques and marine systems functionality.
  • Member of recognized Quality Institution preferred. Experience in project design, procurement, and construction engineering principles and practices.
  • Experience in application of project assurance practices such as technical assurance controls, project health-checks, Flawless Project Delivery, benchmarking Institute Petroleum America (IPA).
  • Experience working with HSE management standards and guidelines, contract holder management requirements and general regulatory regimes including familiarity with Classification schemes.
  • Good knowledge of welding processes and applicable Non-Destructive Examination (NDE) techniques.
