SENIOR MANAGER/MANAGER - CONTRACTS & PROCUREMENT
Kuala Lumpur 

Responsibilities:

• Lead Contracts and Procurement department as the focal point on all procurement matters and interfacing with User Departments, including self-starting, control and coordinating all related activities.
• Standardize Contracts & Procurement procedures based on best practices. 
• Develop negotiation strategies and lead negotiation sessions with suppliers.
• Ensure standards of ethics, fairness in procurement activities are maintained, seek to uphold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to Contracts & Procurement.
• Practice good corporate governance i.e. full compliance with regulation; full disclosures of any information which is related to contracts & procurement activities to management; transparency of disclosures of all forms of conflict of interest etc.
• Monitor preparation of Pre-Qualification/Screening, Tender Plans, Invitation to Bid Documents, Evaluation Criteria, Evaluation Reports and Award Recommendations.
• Ensure all contracts documentation is complete and able to provide a clear audit trail.
• Advice company on client’s requirement, government procedures, rules and regulations related to procurement activities as and when necessary.  
• Evaluate and assess vendors activities to reduce the cost and improve the quality of services and support from the vendors.
• Ensure procurement activities spend within the approved budget. 
• Ensure that Enterprise Resource Planning system is implemented and running smoothly for effective monitoring of procurement activities.
• Any other duties and responsibilities to be assigned by superior and management from time to time.

Requirements:

• Degree with minimum 15 years procurement experience especially in the oil & gas or marine industries. 
• Excellent communication and negotiation skills.
• Knowledge in government procedures, rules and regulation in Malaysia / others country operating environment on procurement related activities.
• Strong knowledge in operations and project environment, involving planning and co-ordination.
